Subnational Risk Map 2025
The Subnational Risk Index, in its 2025 edition, identified Risaralda, Boyacá, and Cundinamarca once again rank among the least risky departments, consolidating the Andean region as the country's safest area. In contrast, Arauca, Cauca, and Vichada rank among the highest-risk departments.
The gap between safe and risky regions widened compared to last year, suggesting that territorial disparities are deepening and will be increasingly difficult for the next administration to reverse.
