Gustavo Petro’s rise to the presidency in 2022 marked a milestone in Colombia's civil-military history. For the first time, a former member of the M-19 guerrilla group and a left-wing political leader assumed office as Supreme Commander of the Military Forces. This development generated skepticism within military circles traditionally aligned with conservative, right-wing ideologies and trained under the "internal enemy" doctrine. At Colombia Risk Analysis, we observe a reaffirmation of the democratic principle of subordination of military power to civilian power, key to democratic stability.

This publication is the second installment in our ongoing analysis of the future of democracy in Colombia. We anticipate releasing a third installment in the second half of 2025.
