The incoming administration will inherit an energy system operating at its limit. Decisions that were historically postponed through political rhetoric, investment promises, or subsidy injections no longer have any leeway. The technical timeline dictates a concrete agenda from the first 100 days of the term, and the arrival of El Niño in the second half of 2026 multiplies the risks across every front.


In this report, we analyze the four critical fronts of Colombia's energy sector: the electric power system, the structural gas deficit, Ecopetrol's financial health, and the Caribbean Coast tariff crisis. Additionally, we identify the five urgent decisions the incoming administration must make within its first 100 days, along with their quantifiable costs of inaction, to anticipate the risks facing a system undergoing its toughest test in years.
