Safeguarding Colombia’s Strategic Autonomy

The Case for a Protection Against Corrosive Capital



Colombia needs to attract foreign direct investment (FDI) to modernize its infrastructure, strengthen its energy system, and accelerate technological transformation. However, not all investments generate the same benefits. The main challenge for the country is to have tools that allow it to distinguish between investments that strengthen economic development and those that potentially create economic dependence and pose risks to its autonomy.


In this report, we analyze the outlook of foreign investment in Colombia across sectors such as infrastructure, energy, agriculture, and telecommunications. Additionally, we propose a public policy for monitoring investments, a roadmap for its implementation, and recommendations for the next administration to strengthen economic security and ensure that foreign investment contributes to the country’s sustainable development.
