Understanding China's tech footprint in Colombia

In the coming weeks and months, Colombia will make crucial decisions regarding technological investment in telecommunications, health, transportation, clean energy, security, and infrastructure. These decisions will not only be technical in nature but will also have geopolitical and strategic consequences. Chinese investment in the technology sector presents both opportunities and challenges. The quality and price advantages of China's technologies should not prevent or postpone a necessary and urgent discussion on the potential privacy and security risks they generate.


It is unlikely that the current Colombian government will develop a sophisticated strategy toward China over the next three years that goes beyond a transactional relationship that allows the government to pursue its domestic policy objectives. Although th e two countries have recently upgraded their diplomatic relations and now consider themselves "strategic partners," this does not yet represent a fundamental change in the bilateral relationship.
